Born in 1926, Dr. Kato has long played an important role in both the theory and practice of Japanese economic strategy. His work was central to the privatization of several public corporations, in particular that of Japan National Railways. For ten years, he was also the President of the Japanese Government Tax Commission. Dr. Kato was appointed the first Dean of the Faculty of Policy Management at Keio University, having been centrally involved in the establishment of the Keio University Shonan Fujisawa Campus. Leaving Keio in 1995, he became president of Chiba University of Commerce, a post which he held for 12 years. In April 2008, Dr. Kato was appointed president of Kaetsu University. Dr. Kato has worked effectively in the reorganization of the universities he has worked for and in all posts, he has been known by the affectionate nickname “Kato Kan”

Kaetsu University has 42 full-time teaching staff in its Department of Management and Economics and 10 full-time teaching staff in its Department of Business Communication.
The Department of Management and Economics has a yearly quota of 300 men and women students. There are currently 1260 students studying full-time, and 1 student studying part-time. The breakdown by year is as follows:

| 1903 | Taka Kaetsu, our Foundress, opens Japan’s very first private commercial school for girls |

| 1950 | With the post-war reorganisation of education, the school is re-established as the Japan Women’s College of Economics |
| 1951 | A graduate becomes Japan’s first female certified accountant |
| 1982 | The Japan Women’s College of Economics is re-named Kaetsu Women’s College and moves to the present Kaetsu University campus in western Tokyo |
| 1993 | Kaetsu Women’s College opens a Department of Management Information |
| 1996 | The Kaetsu Educational and Cultural Centre is built in Cambridge, UK, through an historic agreement with New Hall, University of Cambridge |
| 2001 | Kaetsu University opens, offering four-year courses to men and women in its Department of Management and Economics. The Women’s College is incorporated into the University, and continues to offer two year courses to women only |
| 2003 | The Kaetsu organization celebrates its centenary |
| 2005 | A Faculty of Management and Law is incorporated into the Department of Management and Economics. The former Women’s College becomes the Department of Business Communication |
| 2010 | Kaetsu University plans the establishment of a graduate programme, offering further degrees in Business Creative Research (application due to go through in August 2009) |
